Yep...Google releases the AOSP source code to the community and the community tweaks it. There are varying degree of builds...some very very close to the AOSP Builds (Peter Alfonso, Oxygen)..some in the middle (Cyanogenmod) with a mix of their tweaks to the interface..and the others go the other way with a massive overhaul (MIUI)
