No hope for Vista USB drivereither from the company UTSTAR or in the web. ( driverguide .com)Better try LAN Port !
 
Go Here and download ut300r2u driver (Utstarcom)
Vista is listed as supported OS. If not, Try installing the XP driver itself. There is a chance of it working.

Otherwise, use LAN port. Its much easier and you dont have to worry about drivers

Not tried. ( No modem or Vista OS)
Para two:
Download the USB driver to say C:/vista modem usb
Then connect USB cable from modem to Laptop
Restart. let Windows detect the modem and ask for drivers.
Follow usual procedure.
Message digitally Not approved may appear. Ignore.
then
(a) System MAY CRASH
(b)or driver uploaded !!!
(c)Or Icon "Safely Remove Hardware" can appear
FEEDback.

Unfortunately you cannot download it at that site !

How can we test without the modem/router ?
User/s having this modem mostly prefer the LAN port connection and
for extra computers use hub/switch/additional router / wifi router.

Suggestion:
Try the driver given in the wiki.

Worst case scenerio Vista will say it is not digitally signed and ask you
to cancel installation.
You proceed further and check whether you can load it.
system may crash and restart!

Buy a LAN card... just about 150-200 RS.If you were in chennai, id give you mine free.
