High upload/slow download speeds

Getting Extremely slow download speed but high upload speed. Restarted router couple of times still having same problem from 10:30PM...

Though mine is not an issue but I want to know what may be the reason for this.I am getting upload speeds of around 82-95 mbps and download speeds of around 72mbps.My plan is 60mbps.Even though I am getting more than subscribed speeds what may be the reason for this?

@harsha_8re How did you test this? Test on anything that is not a speedtest.net or fast.com

@Lolita_Magnum It is happening on every site.Tested on cloudfare speed test and M-Lab

Yes, so this is just bad traffic policer rules on ACT's side, this is not some glitch.
