How can fraudsters misuse your PAN card if its lost?

pan card does not have your address so i can only imagine that it is not as risky compared to something like your aadhaar card which acts as both id and address proof.
personally i cannot think how a pan card can be misused. or even aadhaar card except for buying a mobile connection in your name and using it for illegal purposes which would make you the target of the investigative agencies.
i am not sure if identity theft is a problem here in india already. if it is entirely possible to change your identity by forging a few documents stolen from others.
