How is Fivenet's Download and Upload speeds,also 4mbps burst?

I am thinking of taking Fivenet.I wanted to know more about their service from existing users.I want to take 1mbps or 2mbps planI want to know whether full 128kb/s is provided in 1mbps plan and 256kb/s is provided in 2mbps plan?Are the upload and download speeds same?Do they still provide their 4mbps burstDo they block any sites or torrents or anything?Do they have any fair usage policy?Do they have downtimes?
