Increase and saturation of networks are two different things.Networks are built to handle increase/decrease of load. let me tell you one case study, During IPL time networks are most saturated due to everyone(mostly) tuning to Hotstar. there are many people including me who download hotstar just before IPL and delet it after IPL. they even have concurrent 8-10 million live streams,so it can be considered stressing of networks.
This will only also means one things that there is no need for govt to provide additional spectrum to handle load since according to them there is not much load. I am saying this based on the early info that govt is providing temporary spectrum for operators .This news article proves my point.

I find the Instagram result to be quite strange on my ISP which uses Airtel transit. I noticed that even though Facebook owns instagram, traceroutes to instagram.com go via Airtel Transit rather than Extreme IX in case of Facebook.
