i think mtnl and beam does not count uploads. i have no idea why. but this has caused the market perception that only download should be considered data transfer.
That's weird.
unlimited plans doesn't mean you should be downloading 24/7. it all comes down to how much on an average all the members subscribed to above plans consume in a month. reliance would not have announced these plans if they expect every one to download 100s of GBs. my wild guess tells me they are expecting the average would be around 20-30GB.
Data storage media is a big constraint. And there's only so much one can download. In the last 10-12 years, I've never downloaded anything I don't want or intend to use presently or in the future. Of course, in the earlier days, dial up speeds were also a constraint.
