this has to be low Rx power. Login to ONU web manager and check your Rx power it should be under -25dBm anything above this value is bad and may affect the speed. I had same speed as yours, my Rx power was -29dBm then I contacted local vendor who did the connection, they did something and my Rx power went -20 dBm and speed became normal.
