how to access internet when government blocks it ?

guys i can access Jio.com website , but all others sites and apps are blocked by government .
is there any way to access the network fully

I don't think we can bypass when net is blocked as they are not blocking specific site, they are making transfer rate zero or we can say they close internet at their end and just intranet works
