how to take BSNL fibre connection again ( with a new number)

i had a BSNL fibre connection till last year august , then due to my Job i gave application to disconnect it and get it signed from SDE , after getting it disconnected iam still getting messages that your bill of 1007 rs is pending , i get this message every month till now.
Now due to lockdown i again need bsnl fibre connection to work from home as my brother and family is also at home and due to poor 3g 4g speeds our work is not getting smooth .
Bsnl fibre cable as well as modem is intact connected at my place , so i want to get it started again but as i know they are sending me messages to deposit pending bill , is it possible to take a new number on same device ?? I have not taken security deposit or anything back from bsnl ... can they give me new number or if possible waive off that pending bill ( which is not actually pending by me , coz i have deposited all the dues completely).

I got mine Fiber installed during Lockdown only.. And yeah only after some pressure from higher executives of BSNL of district.

@varkey today local operator who installed fibre at my home called me and said that your fibre cable is damaged so we cant provide connection to you. I insisted him to check the cable as iam getting red light blinking on my router , but he denied for installation.
When i put some pressure for installation he said he will do something for a new connection but it will cost me 700 metre fibre cable which is 10rs per metre. So if you are ready to pay 700*10 = 7000₹ just for installation i will make it work..
When i asked him that when i took this installation last year it costed me around 4000 rs with one month 777 plan + router , he said at that time cable cost was waived off. 🙄

Is he telling truth guys.. is really this cable costs so much ,, why would he charge 7000 rs from me just for 700 meter cable...
If yes why did government provided me this much costly wire free ????? 😐

bro hear me out till date this bsnl ftth connection has costed me about 12000 rupees,and not only that like i had to make calls to top level executives of bsnl as well as bbnl. 3-4 days ago my fiber gets broken in this scenario i was lucky to have and person who can join fibers btw he charged me 800 rupees for that. if you live in city dont even consider bsnl(not to ofend anyone but this is what it is.) try out jio gigafiber or airtel xtreamand if you live like me in a village where you need to take connection from gram panchayat be friend with your local sde talk very sweet with him that worked for me. in my village there are only two ftth connections including mine. and while pulling the cable is not a easy task if you have friend who can cllimb buildings and trees you got the luck. and if your thinking to dig and lay cable it might be much harder because in this pandemic how its gonna possible. along side you are saying that cable is broken and you need to fix it you can try justdial for cable repair. and last point cable is so cheap it is dependent of cores you need 2,4 etc well 4 cores without shield from finolex can cost you rupees 8.5 per meter without gst. hope this might hellp you.
