Hey, should you wish to buy from any ISP then follow the steps:
1. Check out who has in your neighbourhood has one, first.
Then ...
2. Check what speeds they are getting (Speedtest.net - The Global Broadband Speed Test).
Then...
3. Check the fine print on their 'sign-up for the service' forms.
Then... and only then...
4. Buy the service!

After all of the above, and if you have any complaints, do catalogue them exactly, so that you have proof for later. Sooner or later they all f*#k up.

HENCE... before all that...
Go watch the huge ISP scam/ fraud unfolding on CNN-IBN:

Take care and always be watchful...

well said mr.ajoy ;). @kadam first of all please check the background of your local provider of tata indicom. enquire your neighbours/colleagues who use tata indicom bb and know their past experience. if you satisfy with the results, use can apply for service. before doing so, please see the video by clicking the link in above post ;)

Some additions to whatever I have already written on the subject:
1. The engineer (whatever) will try to confuse you with kbps and KBPS when you complain about slow download speeds.
2. A funny bit. I did not know whether I should laugh or cry when this happened. Sometimes, after a complaint is registered, someone from the telephone section will call up to inquire about whether the problem has been solved to your satisfaction. When you say yes, they will tell you to call up a three digit number (assuming by default that you have a tata phone) in case of further problems. You should wisely end the conversation at that point. But if you tell them you don't have a TTML telephone, they will tell you to ..... use a TTML call box (public telephone) to do the same.

The thing you should note is - there is no way you are going to get speeds of 20KBPS+ consistently throughout the day. Try it out, and if you don't like it, you can always disconnect. But be prepared to blow your brains off in the process, coz the process is extremely time consuming and tiresome. But it does happen, finally.

If you don't have other options, and desperately need a BB connection, it is not a bad choice. But don't expect too much from it.
