imran, i have a zero rental 299 plan. So actually, my min bill will be 299 if I make only local calls. SMS will be extra. I was actually happy with my prepaid. I used the yearly refill and activated the talk @ 99p scheme. That would suffice me a lot. this offer is also good...

its not availble on the site as for refills 399 & 599 - paper refill vouchers are not available, u have to refill online thru bank account (icici/citi etc) or from hutch shops or from refill shops which refill it online without paper slips.I do it online(ICICI). U can call the customer care to confirm before u do the refill of 399/599. These refills are not advertised but they surely exist!
