2 methods, however none of them are implementable:
i) Entrance test should be on the basis of branch you are targeting .Example: Newtonian physics would be of use to Mechanical branches, while quantum physics to Chemical/Electronics branches .. etc.
ii) Abolish Reservations

Quota guys have got in w/o any exam(effectively), so they are dragging it down even more than those who learnt the stuff from coaching classes
Both can be solved by the use of a Branch specific aptitude based testing system with only merit based entry

the question is, how do you change the test. there was some talk of using Std XII marks. that would be an absolute disaster. coaching centers will become even more prevalent and cutoffs would be ~99%. maybe some sort of aptitude test which tests analytical ability and logical reasoning. but then we have hundreds of CAT coaching centers too.
