Yes, that's true and the BCCI should be blamed for that.It has never ever thought of preparing sporting wickets rather made all of them either rank turners or dustbowls where Mohali is an exception.Even captain now wants each and every pitch at home to be a rank turner or a dustbowl.So, that's the mentality been.
However, it was in the news last year that they're preparing sporting wickets in Dharmsala(Only?) to let the players practise over their before heading for an away tour.
If they want to prepare spinner friendly wickets only then what is the use of playing fast bolwers and medium pacers? They should atleast prepare sporting wickets in place of the flat tracks.This is the main reason why we've not been able to produce great quicks till now as there is no encouragement for them.And due to flat tracks we've been producing great batsmen and will continue to be.
