Inexplicable slow speeds/behaviour

Hi, I have a weird problem.
Since January, the speed and download transfer rates drop by more than 50% at odd times of the day with no improvement for hours and hours.

Mine is the Home 3300 plan and whenever this happens, the bandwidth goes down to around 1 Mbps or below.

The funny thing is all pages (google, yahoo etc) take a LONG time load completely or don't load at all but the BSNL pages (bbservice.bsnl.in and BSNL Portal) open instantly without ANY problem!!!

The people at the telecom exchange are of no help. How is this possible?

The problem I'm facing may not have anything to do with my computer's setting because after a while (few hours) the speed reaches normal levels. This is an intermittent problem (happening every 2-3 days or so) and things often get resolved without me having to do anything:redface:I am curious to know why the BSNL pages open with no problem but even a simple page like Google takes time to load completely...The current MTU is 1492 (using netsh).Regards,
