Is it necessary to connect data card to computer while recharging?

I am using BSNL data card and wanna recharge my idea data card. I haven't connected idea data card to my computer now if I recharge my idea data card will it happen or do I first need to connect it to computer. And also please tell me I am getting HSPA signals in my idea data card what does it mean? Am I getting 3g signals or not?

Even if card is offline (means not connected to PC or not inserted in mobile) still it would get recharged.
HSPA means 3G. HSPA is technical term, while 3G is commercial term.
