is it ok if i have 1dbm fiber signal difference with my neighbour

How far away is the neighbour? Seems to be a splicing problem. But then I wouldn’t rely on any modem’s measurements. Use a proper OTDR meter. Seriously though -19.7dBm is great. Don’t need to worry about it tbh.
 
He is around 250m away. I think the difference may be because of bend somewhere in cable. But thats not a huge difference and it is constant, not giving me any problem.
 
1dbm of difference for 250m is not bad. In the end what would matter is the main fiber from the NOC is coming from which direction.
And obv 1dbm of difference does not affect performance.
