Is the kerala vision network still congested? does it make sense moving to their new plans ?

hopefully bsnl soon
just saw the new kerala vision plan and seeing that i barely get 60mbps ( i average around 35mbps often) on my 707 a month fiber plus and since my home already pays for the kerala vision dth service, i was thinking of moving to the new introductory plans and then choosing their 30mbps unlimited plan with the dth price included, however i am reluctant to do so without asking existing users on the current status of the kerala vision network

1)do you get the promised speeds ? ,i consider 30mbps to be sufficient
2)i particularly hate buffer bloat, so how is the latency to sites like youtube and google on the network?
3)if you don't get the promised speeds, what is the average speed that you have experienced, and what is your experience with their qos and rate limiting

Not a current KV user, but I've heard it has improved after they added regional hubs. Earlier all connections were from a single hub or something.

Might be worth giving a try for a month and decide. If the KV operator is the same as the BSNL operator, you might not even need to pay for installation as it might be through the same fiber, different VLAN.
