Low Speed with BSNL Home Combo ULD 999

I recently changed my plan to Home Combo ULD 999 with 8 Mbps FUP 60 GB then 2 Mbps. The plan was activated yesterday. Upon testing it with Speedtest.net, I get about 3.5 Mbps down, 0.35 Mbps up. The actual download speed is approx 470 Kbps so about 3.7 Mbps. I've tried attaching the line cable directly to the modem which doesn't change anything. I've attached the stats from Modem page.
Is there any fault in the stats ?
 
Your adsl profile is set at 4096 kbps as visible in the screenshot against (Rate kbps) which means you can attain a maximum of 4 mbps speed not above & even in that there is typically 15% overhead bytes involved because of which the effective download speed would be between 3.5-3.7 mbps. Also your SNR (Signal to Noise Ratio) is 10 while attenuation 36 which indicates the line quality is not so good especially not to handle a 8 mbps line.
First do a simple cleaning of all the joints/cable/heads/splitter etc to see if this improves the line quality ( the attainable rate should be at least above 12000 kbps to run a 8mbps line). You might even call up the lineman in your area for a checkup from the BSNL pole/dp box. Second and the most important thing is to call up the SDE or the broadband incharge in your area and ask them specifically to increase your port speed (line sync rate) from DSLAM(Exchange) to 8 mbps (8192 kbps or above) which is currently set at 4 mbps only.
Just to re-iterate with current line stats the 8 mbps line will face too many disconnection and re-sync, so get it sorted along for a stable connection.
 
OK, so the BSNL guy comes home and first says outright that 8 Mbps cannot come this far (my home is just more than 2 kms from the local exchange), he says even exchange doesn't get 8 Mbps. Upon asking why did they activate the plan, he says it's done from above and not from exchange.
Anyways, he opens this webpage - BSNL Speed Test - the result there is approx 10-12 Mbps. Then, he says this is bandwidth and you are already getting 8 Mbps. I say no those are not the accurate speeds I get the speeds of less than 4 Mbps as given in the stats page. I also tell him about the DSLAM being set to 4 Mbps but it looked like he didn't care/understand. He said I'll go to exchange and check the DSLAM, MDF and CDR (?) and I'll call and let you know.
What do you think of this ? Is that speed test reliable ?
 
One more thing if anyone can tell me is why is the DSLAM set at 4 Mbps ? I mean my plan is 8 Mbps plan so why couldn't the DSLAM be automatically set to the same speed ?
If it matters, my previous plan was 2 Mbps Night Unlimited.
 
Bsnl sets the port speed at the time of connection activation from their backend servers when your net is activated first time. Mostly its set at 2 mbps for lower speed plans eg. 512kbps/1mbps and 4mbps for 2/4 mbps plans. 80% of the exchange guys have no idea what this port speed is! You should ask them to change the speed profile from their system or tell them to contact the backend server guys they will know about it.

Bsnl system is not so advanced that it changes the profile according to the plan speed. Almost everyone has to call them multiple times and ask to increase it.
 
Also don't trust the Bsnl or any other speed test. Best way is check transfer rate using IDM or other download manager. It's should be between 900 KBps & 1 MBps.

If it doesn't work straight way then surely go for it. It surely goes to the higher officials who in turn will be all over these people to get it off their shoulders. It works majority of the time though not always.
 
The guy said he'll call in the evening. I don't think he will. I'll call him in the morning, if I cannot reach him or get a credible, I'll complain and even send a mail to higher officials/nodal officers. It helped me once to reduce my overcharged bill.
Also, do you think the guy is lying when he says "We don't get 8 Mbps even in the exchange" ?
 
If I was a lawyer I would have filed a lawsuit against BSNL for promoting plans that they do not realistically deliver even if I lost the case because of the loophole TRAI has provided them (80%).
