i do not think they are giving cashback on bill payments right now. cashback is mostly on online purchases.

Since you are asking if you can pay a bill, I am guessing you are not a user of their servcies yet, you can try using one of the "new user exclusive " coupons ENETRMOBI via mobile app... Wont guarantee though that it will work.
