Line attn is very high
Your line is bad. call MTNL CC.
Check all joints, connectors, for rusting/oxidization/blackening etc.
Use ADSl filter and connect all phones after the splitter.
Use shorter cables.

mine's is D-Link DSL 502T

result from ping 192.168.1.1:
Pinging 192.168.1.1 with 32 bytes of data:

my bb connection is working fine now, though i m getting 1 mbps speed as opposed to 1.7 mbps that i usually get.

guys.. situation is somewhat better now.. i can open LIMITED number of sites..although i still cant open my routers page (192.168.1.1)anybody else facing similar problem ? (D-Link DSL 502T )??

also type telnet 192.168.1.1 and post output.. does it ask for username and password?
it shows:
Connecting To 192.168.1.1...Could not open connection to the host, on port 23: Connect failed

your not being able to open your own router page is not something that could be related to mtnl...

I think there is some sort of connection as I have noticed on many days after this problem started, I could not even access the modem settings page (https://broadband.forum/mtnl-broadband/44009-adsl-light-but-no-internet-connectivity/2/) others too have observed this. Even now I can access the modem page as soon as I start my modem and when the ADSL light is still blinking, after some time it seems to hang and give an error. Also I cant even download mail into Thunderbird (without attachments) :@. The biggest joke was I could not acccess OpenDNS page when I was on their DNS servers but from MTNL DNS servers,I can :(
