well MTNL uses dynamic IPs, so your IP keeps changing every 6 hours. It's not a big issue if it starts with 59 or 120.

In Mumbai, it apparently is

Maximum session time is 10 Hours
So your IP (dynamic) will change with every session (max of 10Hrs.)

59. series for Ericcson (Username only telephone no.)
and 120. is for Huawei/Alcatel (Username with suffix @a)

i thought ip address starting from 59 is from alcatel
and 120 is from SOTL
