@Rachit. I have changed the plan to 256UL. Still not receiving the speeds upto mark. The browsing speed is a good but it stops the half way. Thus the entire loading of page doesn't happen.
Here's the latest i found through the Mtnl's website
There have been frequent enquiries from customers regarding speed of TriBand connection. The following information is submitted for our esteemed customers :
[*]Extract of TRAI notification dated 6.10.2006 for QOS of Broadband Services - "keeping the reasonable loading level in intra-network links upto ISP Node, the benchmark has been prescribed that service providers shall ensure the speed of Broadband connection is greater than 80% of the subscribed speed".
[*]TCP and ATM overhead can go as high as 13% of the specified speed when counting application data transfer rate. The speed subscribed includes these overheads as per industry practice globally.
[*]If you are seeing data download in KB (Kilo Byte), you need to multiply by 8 to arrive at Kbps (Kilo bits per sec).
Customers are generally getting throughput of about 230 Kbps at subscribed speed of 256 Kbps, which is reasonably high as per TRAI guidelines.

The Other thing is If you complain to MTNL that you are receiving low speeds other than that reason which i specified. They do say that "Aapka pc slow rahega". lolz
