need help about BSNL USB data modem

Hello friends i want to know if the modem provided with bsnl is unlocked to be used with other service providers or not..if anyone has purchased the modem please do give me the information..thanks..also provide me the modem model number.

best available modem in market is from vodafone @ Rs.1990 now, its a Huawei's best model around.BSNL is already charging premium price so its better to get one from market.
