Are you referring to CDR Selfcare or the portal? Link: http://selfcare.sdc.bsnl.co.in --- this does have a page to request plan change. But not sure if any one actions any request / complaints from this website because i have an outstanding issue for a very long time here.
Call 1500, Choose Broadband and option two if for complaints, and plan changes. I just selected and no one picked up :) I think i should try office hours.

Hi. I got my plan changed to 890 two days back, from the day the plan got activated i'm getting max speed of 2mbps only, the 890 plan should have 4mbps speed, I even made a complaint at the BSNL Cust Care, they haven't solved the issue.. Are you getting the speed according to the plan ?? Thanks.

I have made several complaints from the CDR selfcare website which you have mentioned, the customer care / telephone exchange representative calls to the landline number and asks about the problem, I usually face a lot of broadband disconnections and booking complaints have helped.. They usually call during (10:30AM to 3:30PM)..
 
i am getting 1.5mbps for my 640 plan 2mbps upto 6gb.
the download speed max i have got is 180kb per sec.
it should touch 250+
on 1mbps plan i used to get 120-130kb download speed
no much difference
i dont think we can complain about speed.. they are not that sophisticated
we have to adjust with bsnl
or maybe its upto 4mbps or upto 2mbps we never know

as the old 1mbps plan 800ULD as upto 1mbps
