@invisible007 in self care undermodify service there is an option change of tariff plan proceed with that.confirm ur request with otp from registered mobile, i think that is how it works
 
Using selfcare or by visiting exchange ?

The option is available online on selfcare and also via exchange.

Although when I sent my application for plan change, the JTO said its only for new users. Then I said its showing me on selfcare then he searched and it did show in their portal so he changed it.
 
invisible..these are the same ways by selfcare i did it online,you have to create a account with your email id given by bsnl,its on your monthly bill or you can get it dialing 1500 by saying your phone number to them..
