Not getting desired speed from BBG ULD 950 Plan

Hello Guys...I've recently subscribed to the BSNL BBG ULD 950 plan which offers 4 mbps surfing (about 350-430 Kbps download speed on IDM).
But i'm getting only 1.80 Mbps surfing speed and about 230 Kbps download on the IDM. I've checked on BSNL Selfcare Portal to ensure that whether i crossed 8 GB FUP mark or not, but i've only used 2.5 GB data. So why am i getting low speed.
Addtional Configuration of my Adsl Modem are given below: -
Downstream Upstream
SNR Margin: 38.4 26.3 db
Line Attenuation: 32.6 16.9 db
Data Rate: 2048 509 kbps
Max Rate: 19676 1138 kbps
CRC: 0 0

Please help me guyzz and tell me what wrong with my connection.

this is already covered on the forum many times.
please use search and read thru the thread.
Data Rate: 2048 certainly means 2mbps which gives upto 230kbps on downloads.
you might be on 2mbps limit.
you can see if its changed after 8GB usage, if not, you might be lucky to get 2mbps even beyond 8GB FUP.

I've got it in the forum. My rate is only 2048 kbps, because of i'm getting only 1.80 Mbps of surfing and about 230 Kbps of download. Now i'm going to contact BSNL to Upgrade my line rate to 4096 Kbps Or 4Mbps. Once Again Thanks Guyzz....
