This Paypal RBI problem has become an yearly event that takes place every February.Paypal Blames the RBI.RBI says paypal doesnt comply with its regulations.This has really become a pain in the ass for all users of Paypal.RBI should atleast come with an official statement.The users are left in the dark.

so... PayPal does not want to operate as a bank in India. I do not see why we can blame them for that decision. Acting as a bank would make them a slave of the indian government... who would want to be in that situation. 
I want to buy a service from a us based company. They accept payments through credit card and paypal. I don't have a credit card and don't intend to even get one. I have saving bank account at canara. Is it possible for me to purchase using paypal? I have never shopped online. This is my first! the service cost 38$ around 1700 inr. paypal website states they charge 2.5 % exchange rate. so how much would the total payment be including all fees charged by paypal?thanks.

No. You can't transfer funds from your savings account or any type of bank account in India with any bank to Paypal. Get a credit card.

i think some banks in india provide a virtual credit card. you can set a value and details are provided. you can use those details on any site that accepts payment through credit cards. it is sort of a one time use credit card. i believe someone mentioned about HDFC providing this service. you can check from your bank.

If you get a credit card, you may be able to purchase the service or not, depending on whether they accept international credit cards with non-us validation addresses, if paying directly. If paying via Paypal, then your credit card provided will usually add about 2 rs per $ to your conversion amount, not a very significant amount considering it is only $38.

i believed that if you have connected your bank account to your paypal account, it should be able to use funds from your bank account for online payments. looks like not.

credit cards are still very hard to get here in india. i was rejected multiple times by ICICI despite having a bank account with them for like 8 years with sufficient balance. they even made me a gold customer for a year when my work was doing much better compared to now
they look at folks like us with suspicion. work from home. no company. no brand. blah.
