It works with your debit card and it is the same as transferring from your bank account. Done it many times to pay folks in USD from an INR account

I though they don't accept indian debit card as they are visa electron. Did that changed?

it might still be rolling out. though indian version is very different from the US one so might not happen in the near future.
 
i bought something from ebay.com and paid via paypal , but item went missing and i demanded a refund...........now a mail from paypal comes and says amound refunded but in account it says pending till 28 march. what is the meaning?
 
Paypal has increased the withdrawl limit to $10,000 per transaction. Just got this mail
