I am from Kerala. Using 150Mbps Alliance plan. During peak hours I am getting only 40Mbps. between 8.30 - 10.30.

Congestion is the problem.
Probably at the upstream level of your local ISP or your local access OLT is being shared across multiple users.
You can make a complaint with your service provider, but there is not much you can do to fix it on your own.

When I contacted alliance support they asked me to restart modem. This doesn't make any difference. So I think it is something related to LCO.
