Please help where to go to complain for BSNL BB

I'm using bsnl bb in Katani Kalan(PIN 141113) Ludhiana. The BSNL broadband is having very down time. Do not works at night at all. And at daytime it automatically start working but disconnects consistently. The problem going on for more than 5 months.When i complained to local SDOT and MIS they sent the installation guy but since it works at the daytime nothing they did and closed the case. I complained to the nodal officer too but nothing special came up.Now please anybody specialist here please help me on this. I'm in big data crisis(starving) because it absolutely do not works at free time(morning).Thanks in advance.

Mention modem model and make.
2.
Change DNS in both Modem and computer TCP/IP to
208.67.220.220 and 208.67.222.222.
3.
If you are using any schedulers disable them.
4.
Check in WAN page " always On" time is H24.
Idle time 0

5. Copy/Paste following data

I've the modem model:
UT300R2U
ADSL 2+ Modem/Router (1Ethernet+1USB) , which i bought from bsnl exact 1 year ago from bsnl @ Rs. 1240.00
In june 2009 when hte problem started, the JTO told me to make the connection always on & bsnl installation guy came and did it. But the problem persisted. Also the speed went very down when i downloaded through utorrent. Then i changed it from always on to dialer one.

Also in always on condition the data transfer stops "now and then" for unlimited and unknown periods.

The problem is not only mine but all the bsnl bb connections in the locality do not works. I've checked many users' bb who are my friends here. When it works then for all and vice versa.
