Not yet released in India, but you can always sideload the APK. It's completely functional and has Pokéstops and Pokémons available in abundance.

No idea about your second question as I have been playing the game since day 1, and had no issues signing up.

It appears to be getting more popularity then "Angrybirds".

PS: one more disadvantage of iOS / iPhone - you can not install anything not in Apple store (india)
