Why banning diesel vehicle registration in Delhi won’t work

people would need to get address proof for neighboring cities to buy diesel cars. for most it would not be a big deal. but would it be worth the effort? maybe it's time for the city to also ensure that people living in delhi with outstation number plates be forced to get their vehicles registered which is what the rules already require i assume?
