same issue here, low speeds, my no also start with 9482, but the worse part is that even the bsnl adsl is working very slow and i am getting dialup speeds.
same here. for the past 4 days i am getting pathetically low speeds using umg 1831 on bsnl 3g. it really sucks to get only 20kbps download speed even if i have 5 bars of signal and during weekdays. i think they wont solve this issue for now. fortunately i havent bought a 6 month prepaid plan.
BSNL has sold lot of sim cards under 4200 Unlimited offer. I heard Jayanagar, bangalore office is selling over 100 data cards every day and some 200+ sim cards every day. Speeds coming down is expected but you should get around 500-600kbps during peak hours. If it is lower than 500 then raise a complaint with officers directly. Customer care people cannot help in any way. I feel BSNL should shut down their customer care division.

I have a BSNL 3G postpaid and i use data service when ever required. I get in range of 1Mbps and rarely i get less than 500kbps. 9482 does not have anything to do with internet speed. I suggest you talk to Nodal officer on 080-22862345. They rarely attend calls and you need to be lucky in this case.

JP Nagar 6th Phase, JP Nagar 2nd Phase and Hosur Road (Near Bosch before electronic city.
I also surfed while i was in Rajajinagar (near navrang) and speed was around 1Mbps during peak hours.
