Port 2323 Blocked

For some reason I can't seem to access port 2323 on any servers. Is this an issue for other BSNL users? If so what is a good way to remedy the situation. BSNL office isn't responding to my requests even though they said it might be an issue on their end as well.

2323 is an alternate port for telnet. There are reports on brute force attacks on some IoT devices that use 2323/TCP. That could be why it is blocked by default.
