The older DSLAMs are clocked to run at 2048kbps ONLY. The newer NIB 2 machinery is clocked to run at 8190kbps (but the speed is limited to 2048kbps or 8190kbps according to the plan opted by the subscriber). So unless they install the newer NIB 2 machinery on your exchange, u wont get the 8mbps speeds.
Usually exchanges now have both the NIB1 and NIB2 machinery. The older subscribers are on NIB1 and the newer connections are given through the NIB2 machinery. Someday they plan to shift the old subscribers too to the newer machinery.

I checked in my area some people have IP address starting 117.XXX assuming they are having NIB2 DSLAM and I can get that speed if they want.
