Problem with my internet connection

Hi I have a Teracom T2-B-Gawv1.4 modem which I just bought. The dsl light in the modem keeps blinking sometimes and the connection doesn't work. After 30 or 40 minutes only does the internet start working. I'd like to know if thIs is the normal behavior for teracom modems.Also I have 750 Ul plan, but my download speed is around only 10kbps, previously I had a UTstar modem and my speed was around 55kbps.Is there any problem with my modem or is the connnection slow due to Diwali season?thanks

get your line checked because it looks like a bad line.Plus no diwali offer to slow down your connection by bsnl lol

What line? there are three cables connected to my modem, one for internet(from my phone), another from my computer(LAN) and a power cable. Which do I need to get checked?
