Refreshing torrent client on dual networks

I feel that torrents are throttled by BSNL (just like there is a thread here for that), i can switch to different ISP in that case.
But, what i found was that the download started only at one case, and i was not able to refresh the peer list when i switched between networks other times. It seems that the peer list (which is zero) doesn't change when i switch from one network to another. Also, the trackers can't be updated too.

Anyone know how can i refresh torrent client when i try to download on different network??
 
Why not just move torrent specific traffic to a different network or if the issue is just tracker then move them.
Or I guess there is always that VPN option...
I haven't used torrent on personal computer for ages.
 
Yes. But i use the PC for different purpose on different network. What do you mean by moving the tracker? Can you explain?

I'm not sure, i find seed/peer ratio, but there are no connections for any of my torrents on both the networks.
 
Will check. But what difference would it make?

Where can i find those on uTorrent?
