I just hope this would push Nokia to launch VoLTE featurephones in the future. With this phone coming preloaded with Modi App, I am not going to buy it. I do not need propaganda on my phone.

It is powered by a fork of Firefox OS right?. He wants people to connect the phone to TV and make the TV a smart tv ?. That would be the only way to use the Jio Apps. Using Jio Apps on 2.4" display is impossible. Firefox OS powered Panasonic Smart TVs. Would be interesting to see how that works out.
As far as the price is concerned, competition will come up with something similar or a bunch a complaints / law suits will be filed by all operators to prevent this from being rolled out. Because this is being targeted at the home turf of rest of the players (2G feature phones).

There is another catch here. They want customers to use the phone for 3 years and return intact to get the Rs.1500 security deposit back. I assume that the fine print is most likely to say something like "Security deposit will not be refunded unless phone is returned in 100% working condition". I am not really confident of the phone lasting for 3 years and the Rs.1500 would be as good as gone?.
