I think its something else because i created a fresh account with US address. And with a US proxy. Still it showed me the same error

I would suggest contacting the seller through eBay. If he is interested in shipping locally, he would have a way for you to get it locally. Otherwise, he would probably just decline your order when he notices that you ordered from an American PayPal account (if you manage to get it somehow) and want delivery locally.
Most eBay retailers would not deliver to an address different from the PayPal ID address.

Have sent msg to seller.
We can have a primary shipping address of US and secondary shipping address of somewhere else.

I feel the seller's paypal got blocked or limited due to which he cant receive payments.

You certainly can't pay via PayPal if the recipient is india based

Okay i got hold of a guy from west delhi who is selling me box packed UK version for 31500. It is factory unlocked. Please tell me on which things i should be careful. This is the first time i am buying a imported phone.

Just ensure it is a proper S4. I know someone (or may be more people) on another forum where a guy got a S3 from someone selling it, claiming to be imported phones from Dubai, and it was a fake S3.
The phone was made to look exactly like S3, physically including battery text and all and also since it has OS as android, one does not get to know easily whether it is fake or real. Even the ABOUT part was modified to show text as GT-I9300 or whatever it is for the S3.

Getting a S4 i9505 which is UK version. Without box without warranty.for Rs 31.5k
Getting a S4 i9500 which is indian version. With box and warranty. This is a month old. Rs 32k
i9505 is much better than i9500. I am so confused which one to buy. Can anyone suggest

Without a sealed box raises a red flag.A friend of mine got the i9500 via Singapore for 27k. Idk how.
