SEA-ME-WE cable cut slows down India's connectivity with International gateways

For some reason, on Airtel 3G, its showing the ISP as Vodafone Spain.

Just restarted my MTNL connection [new ip] and now its going through Airtel. A bit slower than before. I guess its because MTNL buys bandwidth from both Airtel and Tata (Sify?) while BSNL buys all their bandwidth from VSNL.
