setting up wifi broadband no computer

My friend a senior citizen got an ipad as a gift.he wants wifi connection.He is having bsnl landline phone Is it possible to have a wifi connection to his ipad ?and he has no computer.

Yup. Configuration might require a laptop once though should be doable through wireless in most cases.

He would need a technical person to help him because the BSNL guys would not do shit without a computer accessible.

Get him a third party modem and router. Set it up for him. Should be fairly simple.

you would still need a router and someone with a computer to configure the two as ipad cannot connect directly dongles

Just get a Wifi modem, configure it to emit Wifi signals. iPad can connect automatically to it.

Its easy to configure with TP-Link modems using their CD.

I have only tried D-Link, which went well. But you if they are providing a CD, most probably it will go without a glitch. If there is one, report here.
