Shifting of MTNL Telephone

I want to shift my telephone on the same address but but diffrent street number as i have a two sided open house. Currently the existing connection from the D.P. is giving me lots of problem and frequent disconnection. So, i went ahead and submitted the form for shifting of connection to another street. As to my utter shock they came the next day checked the D.P.(which is very near to me, as the current one is 55-60metre away from my house) as said pair is not working. The very next day i went to SDO of my exchange and he said that you have to visit another exchange(this other exhange is main exchange of my area and all the offficers are presented there). So i went ahead to the exhange meet the guy who was incharge of this thing and he simply rejects the application saying that you already have a connection and we cannot give connection from another D.P. since it will be financial loss to the department


My question to you guys:-
1. Can i shift connection this way.
2. if yes, whom to approach next
3. suppose i cut my current connection and reapply for the new one can i kept my number same

I dont think options 1. & 2. are possible........ as for option 3....... u might be able to get new connection frm the closest D.P. but not be able to keep the same number.........
u need to confirm frm them(MTNL) before applying........ atleast whether u will get new conn frm closest D.P.

those r shifting charges........ tht they will do it...... but it is not up to u to tell them tht u want it frm closest D.P........ they can provide it frm where ever they want........ since they already hav end-to-end line frm the longer D.P. then they will continue to provide frm tht node only........ no reason for them to invest laying new line frm closest D.P.......
You r only entitled to a service they provide...... which they can provide frm which ever point they want.....
