For me, up to now this problem was manifesting for overseas sites but now I am experiencing it with sites hosted in the Indian subcontinent.

PHP: Hypertext Preprocessor kept timing out, whereas PHP: Hypertext Preprocessor worked fine. (Actually, PHP: Hypertext Preprocessor redirects the browser to the closest server based on Geo IP). See traceroutes below.

# traceroute in2.php.net
traceroute to in2.php.net (203.199.107.5), 30 hops max, 40 byte packets
1 192.168.1.1 (192.168.1.1) 1.423 ms 1.391 ms 2.023 ms

When the hop count reaches 30, your packets are going to never land.

Whereas in.php.net is reachable in 10 hops.

Folks, keep a record of the time when this happens. For me it starts around 13:30 and continues well into the the evening till 00:00. IMO, this is the time frame when most subscribers are active on the 'Net.

Therefore, my second hypothesis is that some router(s) in the MTNL/VSNL link is running into a capacity problem and dropping connections. Only MTNL NOC engineers will be able to investigate it.

in my case both are pinging but from ur traceroute in both cases it stops at some VSNL IP

but if it was capacity and packets drop problem
then ping to 72.14.205.17, 72.14.205.19, 72.14.205.83
shud give response atleast once. (it doesnt ping at all)

and ping to 72.14.205.18 shud not be DROP less.(it pings continuous)

UPDATE:
right now all 4 IPs above have started pinging without reconnecting, does that mean MTNL is trying to solve the problem?

Hotmail bay141 (65.55.152.124) is pinging but
Hotmail bay143 (65.55.154.124) is NOT pinging

i.e. my one hotmail a/c is working and other is not

yes even i feel that its prob betn MTNL and VSNL. but then how did 1 IP worked and 2 didnt for same subnet?

i also have feeling that VSNL may be doing this on purpose!! to kill competition from MTNL. they randomly block random sites so that they are not caught.

BIG ISPs like MTNL have mulitple connections to the 'Net. Routing algorithms work by figuring out the best shortest path available to the destination. This is dynamic unlike what we end users have in our small network. At different instances of time, the path would be different to the same destination host.

Personally, I don't think VSNL has put any wrench on purpose. MTNL and VSNL must be having a SLA. VSNL would be in trouble for doing such things.

We need to keep feeding data to GM/DGM BB on this issue.

Yes, I agree we should keep pestering the MTNL top management, because this problem is going from bad to worse. More and more I find myself unable to open sites and I can barely get any work done this way. What's good is that we can all share our collective findings here so that our pool of info is as big as possible.Cheers.

actually i wrote thank u mail to GM today and he again replied to same team to solve the problem on urgent basis.

so bloody annoying! gmail, hotmail not working...i'm sick of using anonymouse

dammit i hav to send an email so fckin urgently and hotmail refuses to open even after multiple reboots :wall: :@ :@ :@ :@ :@ :@:@ :@ :@

chill sanke1 i hv talked to the GM on the phone abt this problem and they are already lookin into the problem..i hope they will soon cm out with a solution and fast..:)
