Slow surfing speed but normal for downloads

I use 750UL 256Kbps plan with a UT300R2U modem.

I found my general internet surfing speed to be too low from today morning. Speedtest.net or dslreports.com/speedtest tests just hangs without even completing whenever i try.

But when checked with torrents, speed looks like normal with DL/UL attaining max 31/33 KBps. But still loading pages in browser is way too slow. Tested this in XP with/without firewall and in Ubuntu 9.04 and it's the same in all cases.
I use Firefox 3.5.2 in XP and Firefox 3.5.1 in Ubuntu in case if that matters.

Did a tracert of google.com and techmeme.com and attached here. You can see that latency is very high and it's even timed out once. Is this a DNS problem? I use OpenDNS and tested the same with ISP DNS also without any improvement.

And one doubt: how should i access my modem/router admin page? What's the address for it? I remember it something like 192.168.0.1 or something which i forgot.

me too facing same problem with dataone (h500 plan) since afternoon today (well i was sleeping before that so cannot comment on the speed in the morning )the browsing is crawling.....

@xmen360,that's true. It was all fine till 3AM today morning. When i tried this afternoon the speed was pathetic. So anyone else with speed issues today?

When you are connected to Internet
Check your Dynamic IP
Current IP Check
Now type the IP address in Browser address bar.
Do you get a page asking for User Id and PW ?
or
try 192.168.1.1 usual default address.

or
Start RUN type cmd OK
type ipconfig /all
The Modem Ip is shown as default gateway.

or ping 192.168.1.1
any response ?

And here is my modem stats. Thanks to @essbebe. The IP was 192.168.1.1 whereas i was trying 192.168.0.1. Is anyone noticing any problem form my modem stats?

I am noticing the same decrease in surfing speed since morning. Download speed is normal.(dimaag kharab ho gaya hai :madness: ).

Well I am using an Unlimited 256 Kbps connection in Kolkata circle. I have not faced any such speed sloggings till now. Since many users are reporting the speed slog, I think its a common temporary issue and I am sure it would be solved soon.

my ping rates to 208.67.220.220 are at 350 average.
