Slow surfing speed but normal for downloads

I use 750UL 256Kbps plan with a UT300R2U modem.

I found my general internet surfing speed to be too low from today morning. Speedtest.net or dslreports.com/speedtest tests just hangs without even completing whenever i try.

But when checked with torrents, speed looks like normal with DL/Unlimited attaining max 31/33 KBps. But still loading pages in browser is way too slow. Tested this in XP with/without firewall and in Ubuntu 9.04 and it's the same in all cases.
I use Firefox 3.5.2 in XP and Firefox 3.5.1 in Ubuntu in case if that matters.

Did a tracert of google.com and techmeme.com and attached here. You can see that latency is very high and it's even timed out once. Is this a DNS problem? I use OpenDNS and tested the same with ISP DNS also without any improvement.

And one doubt: how should i access my modem/router admin page? What's the address for it? I remember it something like 192.168.0.1 or something which i forgot.
me too facing this same problem in my home 500 plan...but now surfing speed is good but download and upload speed is very low....
