Smartphone under 20k

Though budget is around 20k, would prefer to get something at a much lesser cost as for sure there should be options
Usage
a) Read lot of documents (pdf / doc / ppt / xls)
b ) Basic Browsing
c) Support for leading data storage services, whatsapp
Thats it.
Optional Preferences
a) Huge Battery
b ) Dual Sim
c) Reasonable Storage (1-2 GB of docs might be needed)
d) Android Jellybean
Not required/Dont care
a) Camera

Flipkart listing said 8GB.
It should be mandatory for all these Android phone makers to clarify how much space is available for apps. Things are so bad in the budget and even mid-sized segment.
I was amazed to see Micromax clearly stating 0.98GB on the Canvas Turbo specification page for apps.
From comments... The 8gb version of the phone gives the user 2.21 gb for apps and 2.8gb as built in storage apart from 32 gb expandable storage.

Even 20k I am conceeding because I would prefer a big screen and battery. Otherwise I feel my requirement can be met even with 7-8k range phone.
