I got some help from my friend who works in bsnl, below is my settings from their end , whatever the plan we have the profile they set is low. For 10 Mbps plan, they set it to 6 Mbps.

Complain on twitter as well as on bsnl pg portal and tell them to change line speed profile to 10 or 12 mbps. They will most likely change it.

Guys, after a very long fight finally they changed the profile. Now i am getting the rated speed. They really have a sufficient system but lack of interest in fixing things are causing reliability.

Whenever you have speed issues, directly check the profile applied to you. It might be the key point to start.

I guess they have changed his profile to 12799kbps..

The speed that you get depends on the Max Attainable Down variable in your modem. If it is 8 mbps , then your line is capable of 8 mbps only and not more than that.

But if you have a better attainable rate , directly visit the Exchange, ask them to see what profile (PORT PROFILE) is assigned to you. For me it was 6 mbps plan, it can be 8 mbps for your case. So this can be a starting point to solve your speed issue.
