In a way you are right...but those 6 million wouldnt watch NETV...because its a NE channel...so to be precise its the NE cutsomers of TS will not be able to watch this channel....but very soon they are going to migrate couple of tamil channels polimer and adithya to MPEG 4 very soon and they will add Zee Tamil in MPEG 4 very soon...

This they are doing to make awareness among the customers in a phased manner starting from southern region...I guess to change the STBs of 6 million customers it will take a min of 6 months to 1 year....
They have started with NE region yesterday...probably next they would start the same process with Tamil Customers in another 15 days to 1 month time....

You are right. Perhaps NE region has minimum number of subscribers, and perhaps many will not be even aware of this addition. If 20 plus tamil channels are made mpeg4, one transponder will be released with a capacity to add another 25 new channels. Even the new channel pudumugam which is to be lunched soon will in mpeg4.
TS can easily do an analysis and decide which language/ subscriber base is to be targeted for progressive change over. Anyway cost stb was borne by the customer; tS could have supplied mpeg4 stb from the second or third year.

In my opinion or the information which i get from my known source is that...they give a dead line for a particular period ...with in that period the customer can swap their STB with free of cost after that period TS might ask to pay Rs. 500 for exchange of MPEG 4...
Say for eg: if they move Polimer, Adithya tamil channel to MPEG 4 transmission and also add Zee Tamil in MPEG 4 transmission by 1st August...they might give a time frame to Tamil customer that to view this channel you need MPEG 4 boxes for delivery and exchange of your STB call CC this offer is valid till Nov - 30...

As per my source...Zee Tamil, Discovery Tamil and Captaing TV will be added shortly wrt to tamil channels...
Also the CC people are telling that from 25th July 2013 all the tamil channels will be migrated to MPEG 4....
