Torrent Downloading problem & ....

Hi all I have P1000 which have 1.6 mbps speed mean about 200 kb/s .When i try to download in morning at 6 am ( night Unlimited) I cant download with torrent & i get only 5 kb/s - 8kb/s at morning in website download.Please tell me , how can i do it repair

Is this a BSNL Tariff plan ?
